A research group says the United State government should set up a payment system to help people harmed by American medical experiments in Guatemala. The international research panel released its findings Tuesday to President Obama's committee on Bioethics. Monday, the presidential committee said researchers involved in the study in the 1940 purposely infected people with sexually transmitted disease without their knowledge. The study aimed to test penicillin then a new drug treating disease including syphilis and gonorrhea. Over 5,000 Guatemalan took part in the experiments including children and  mental patients. The committee said researchers violated human rights and that their study was immoral and badly organized. Guatemalan President Alvaro Colom described the study as crime against humanity.
