The United Nations has published guidelines on what it calls "land grabbing" which is the buying of large farm and rich lands in the developing world by rich countries. Members of the UN committee on World Food Security supported guidelines Friday at a meeting in Rome.  The guidelines are not laws. They call on governments to protect the legal land rights of community members. They urge governments to avoid secrecy and corruption in land deals and to make sure that land is used responsibly. Human rights groups say large land buys in Africa and Asia have violated the rights of local people and have threatened their food security.

It's hard make out exactly which he's using, but "in" sounds correct syntactically.
